The people residing within the area of the metropolitan government declare and determine
that by the adoption of this Charter it is their intent to exercise to the full extent
possible the constitutional power granted by Amendment No. 8 to article XI, section
9 of the Constitution of Tennessee approved at an election on November 3, 1953, as
implemented by Tennessee Code Annotated, section 7-1-101 et seq., and in so doing
to consolidate all or substantially all of the governmental and corporate functions
of the County of Davidson and of the City of Nashville, so that, in the interest of
modern, efficient and economical government, the same may be operated as one (1) governmental
entity. The people further declare that to achieve this remedial objective and to
aid in the solution of the public problems of a metropolitan area, it is their purpose
and intent in its adoption that this Charter shall continue in full force and effect
even if any of its separable provisions or parts not essential to this remedial objective
shall be held unconstitutional or void.
