§ 3.03. Quorum; rules of procedure; presiding officer.

Not less than two-thirds (2/3rds) of all the members to which the council shall be entitled shall constitute a quorum for the transaction of business. The council may determine its rules of procedure. The vice county mayor shall be the presiding officer of the council, but without vote therein, except in the event of a tie vote, when he or she may cast the deciding vote.
