§ 3.05. Legislative authority exercised by ordinance; requirements as to, and form of, ordinances.

  • The council shall exercise its legislative authority only by ordinance, except as otherwise specifically provided by this Charter or by general law. No ordinance shall become effective until it shall have passed by a majority vote on three (3) different days, on the final passage of which it shall have received a majority vote of all the members to which the council is entitled and until it shall have been signed by the metropolitan county mayor or become a law without his or her signature as otherwise provided in article 5 hereof. On final passage of an ordinance or resolution, a vote shall be taken by ayes and noes, and the names of the councilmembers voting for or against the same shall be entered on the minutes. Each ordinance shall begin "Be it enacted by the Council of the Metropolitan Government of Nashville and Davidson County", and no ordinance shall take effect until twenty (20) days after its passage, unless the same shall state that the welfare of the metropolitan government of Nashville and Davidson County requires that it should take effect sooner.
