Counties having a population of not less than one hundred and sixty-five thousand
(165,000) inhabitants nor more than two hundred thousand (200,000) inhabitants, according
to the federal census of 1920, or any subsequent federal census, be and hereby are
authorized to establish, maintain and operate a divisional fair for the benefit of
the people of said counties, at which shall be exhibited, for the education of the
people of said counties, the resources and developments of said counties and the State
of Tennessee; and the progress of its people in all kinds of enterprises and endeavor,
the agricultural, mineral, livestock, commercial, industrial, educational and all
other interests, shall be duly exhibited, and every reasonable effort shall be made
to develop, improve, encourage and stimulate all lawful and substantial interests
and industries.
