§ 3. Municipal auditorium commission created.

  • There is hereby created a commission, in which commission is imposed full power to select the site on which the auditorium is to be placed, to let all necessary construction contracts, to supervise the construction, to negotiate and execute lease agreements for any land or air rights that it may acquire, furnishing and equipment of the auditorium, and after its completion, to have full management and control of its maintenance and operation. Such commission shall be composed of seven members, of whom one shall be chairman. The following named persons shall be the first members of the commission, and the terms of each shall commence on the date this Act becomes effective. James Gallagher and A.B. Benedict, Jr., to serve to a date one year from the date on which the Supervising Architect or Engineer certifies that the construction of the auditorium has been completed; Thomas Delbridge and C.L. Ennix to serve to a date two years from such date of completion; D.L. Lansden and Lee Sanders to serve to a date three years from such date of completion, and William Hume to serve to a date four years from such date of completion and to act as chairman. Each vacancy in office shall be filled by the mayor with the approval of the city council, and all terms of members succeeding the first five members of the commission shall be four years, except as to persons appointed to fill unexpired terms. After the expiration of the term of the person hereinabove appointed as chairman, the chairman shall be elected by the commission from its members. Such commission shall be known as the "Nashville Municipal Auditorium Commission", and shall also elect from its members a vice-chairman and shall appoint a secretary and a treasurer or a combined secretary-treasurer who may but need not be members of the commission. Such commission may adopt such by-laws and rules for the orderly handling of its affairs as it may consider fit and may employ such persons and at such compensation as it may consider necessary to carry out its functions. The members of the commission shall serve without compensation but the secretary and the treasurer may be paid reasonable compensation for the carrying out of their duties. The commission shall have complete control of the management, maintenance and operation of the auditorium and in that connection shall have all powers ordinarily enjoyed by private corporations operating similar properties.
