§ 4. Authority of Act.

This Act shall without reference to any other law of Tennessee or provision of the City Charter of the City of Nashville now in force or hereafter enacted, be full authority for the authorization, sale and issuance of the bonds herein authorized and except for the election for which provision is hereinabove made, no proceedings or notice in respect of the issuance of such bonds other than the resolutions herein specified shall be necessary. Bonds issued hereunder shall not be considered as indebtedness of the city in computing such indebtedness for purposes of any limitation of indebtedness imposed on the city by any general law or by any provision of the City Charter.
