Every person collecting, hauling, disposing of waste and recovered materials, and/or
any person providing permanent or temporary disposal of waste, and/or any person processing
waste covered by this article, shall provide the director an annual report stating
the amount of tons of waste collected, hauled, disposed and/or processed by said person.
The director may require said person to submit said report thru a certified independent
audit firm.
