§ 15.32.180. Water for construction purposes—Paid for by owner.

All water used for building or repair purposes shall be paid for by the owner, agent, contractor or occupant of the premises where the work is to be done at the rates established by this chapter. As a condition precedent to the furnishing of water for such purposes, the party liable shall procure from the department an assessment of the amount due for the entire work and pay the same to the department. No person shall use the metropolitan government water for building or repair work without having paid the tax as above specified.
