§ 15.48.140. Adjustments—Exception to procedures.

In the event it should not be reasonable to apply any of the procedures for adjusting bills specified elsewhere in this title, the proper officials of the department shall arrive at an estimated normal bill in a manner most equitable to the consumer or customer and the department.
