§ 15.48.200. Estimating bill—Defective meters.

Where meters are found to be leaking against the consumer or customer, so as definitely to affect the consumption of water, they shall be considered defective, and the procedure in determining the bill to be rendered the consumer shall be the same as if the meter had been found dead or inoperative.
