The provisions of this chapter shall apply to every plumbing installation and plumbing
system, both new and existing, including, but not limited to, all alterations, repairs,
replacement and maintenance and to all plumbing devices, equipment, appliances, fixtures,
fittings and appurtenances within the metropolitan government area.
Nothing in this chapter shall be construed to prohibit, and no permits shall be required
for, normal maintenance and repairs to an existing plumbing system.
