This chapter is declared to be remedial and shall be construed to secure the beneficial
interests and purposes thereof, which are health, sanitation, general public safety
and welfare, by regulation of all heating, ventilating, air conditioning, refrigeration,
and gas installations, systems, alterations, repairs, and maintenance.
