An electrical permit, as may be required for an addition, alteration or repair to
an existing substandard building or structure, shall not be issued until such time
as an inspection of the property has been made, under the provisions of Chapters 2.80, 2.88, 16.04, 16.08 and 16.24 through 16.56, to determine the feasibility of rehabilitation of such building or structure.
