Whenever the director determines that there has been a repeat violation of the same
regulation, or any other regulation, within this chapter or has grounds to believe
that such a repeat violation has occurred, the director shall forego the issuance
of a notice of violation and immediately institute the appropriate proceeding at law
or in equity to restrain, enjoin, correct or abate such violation, or to require the
removal or termination of the unlawful occupancy of the building, structure or premises
in violation of this chapter.
