Notwithstanding other provisions of this chapter, whenever, in the opinion of the
director, there is imminent danger due to an unsafe condition, the director may order
that necessary safeguards be instituted, including the boarding-up of openings, and
may cause such other action to be taken as the director deems necessary to meet such
emergency and render such building or structure temporarily safe, whether or not the
legal procedures herein described have been instituted. The order requiring temporary
safeguards shall notify the recipient of the right to appeal the decision of the director
within twenty days after completing the required temporary safeguards. For the purposes
of this article, the director shall employ the necessary labor and materials to perform
the required work as expeditiously as possible.
