§ 2.08.090. No limitation of freedom of speech or peaceful demonstrations.

It is the intent of the metropolitan council not to limit peaceful demonstrations, freedom of speech or the lawful use of the streets, alleys and public property, except to the extent necessary to avert or control a civil emergency.
