§ 2.44.115. Crime and traffic stop reports to be submitted to the metropolitan council.

    Quarterly crime report. The police department shall submit a quarterly crime report to the public safety committee of the metropolitan council within thirty days of the end of the months of March, June, September and December, which report shall include, but not be limited to, an update of crimes allegedly committed during the previous quarter within the area of the metropolitan government broken down by type of crime and by police sector.

    B.

    Annual crime report. On or before March 30 of each year, the police department shall submit an annual crime report to the public safety committee of the metropolitan council, which report shall include, but not be limited to:

    1.

    Crimes allegedly committed during the previous year within the area of the metropolitan government broken down by type of crime, by police sector and by council district.

    2.

    Maps showing crime hotspots within the area of the metropolitan government.

    3.

    City-wide crime figures for each of the previous five years.

    C.

    Annual traffic stop report. On or before March 30 of each year, the police department shall submit an annual traffic stop report to the metropolitan council, which report shall include, but not be limited to:

    1.

    For each "demographic category" as defined in subsection (2) below, a listing by MNPD Precinct and MNPD patrol zone of the following:

    a.

    The total number of traffic stops;

    b.

    The percentage of traffic stops that result in warrantless probable cause searches;

    c.

    The success rate of warrantless probable cause searches, defined as the percentage of such searches that result in the seizure of incriminating evidence of any kind;

    d.

    The percentage of traffic stops that result in warrantless consent searches without probable cause;

    e.

    The success rate of warrantless consent searches without probable cause, defined as the percentage of such searches that result in the seizure of incriminating evidence of any kind;

    f.

    The percentage of traffic stops that result in warrantless "pat down" searches;

    g.

    The success rate of "pat down" searches, defined as the percentage of such searches that result in the seizure of illegal weapons.

    2.

    Each "demographic category" shall be defined by sex, race, and ethnicity. For instance, "White non-Hispanic males," "Black females," "Hispanic white females," etc.
