§ 4.44.020. Statement of policy and its implementation.

    Statement of Policy. It shall be the policy of the metropolitan government to assist small, disadvantaged, and service-disabled veteran owned businesses in learning how to do business with the metropolitan government. It is further the policy of metropolitan government that a fair proportion of government purchases be made from small, disadvantaged, and service-disabled veteran owned businesses. The standards board shall annually determine the amount of the fair proportion to be purchased from small and service-disabled veteran owned businesses; provided, however, that said proportion for fiscal year 1992-93 shall be fifteen percent.

    B.

    Implementation. The purchasing agent shall implement the policy set forth in subsection A of this section in accordance with regulations promulgated by the standards board under this chapter. The standards board may develop procedures for certification for eligibility for participation in this program and procedures for decertification. The board may further develop procedures to assure that a fair proportion of purchases are made from small and service-disabled veteran owned businesses, including but not limited to identification of types of purchases or contracts to be bid among certified small and service-disabled veteran owned businesses and the establishment of preferences.
