The metropolitan transportation licensing commission or its staff, shall, upon the
consideration of the application and the reports and certificate required to be attached
thereto, approve or reject the application. The applicant must appear in person. Any
applicant disapproved by the commission staff may request an appearance within ten
days, before the commission for consideration of the application.

The licensing commission, or its director, may issue a temporary permit prior to receiving
the results of the police investigation.
